I continually (every few seconds) in Windows Live Mail get "Your POP3 server has not responded in 60 seconds ....."

My provider of Web Mail (PlusNet) tells me that it is a Live Mail problem and I should uninstall Live Mail and re-install.

I tried uninstalling, but this didn't appear to work properly even though it said it had. I ran this a number of times.

I then tried downloading and installing (Live Essentials). The system crashed when trying to shutdown. The system said it was sending information to Microsoft for a  resolution.

When I restarted (normally) Windows Live Mail was still there and all the accounts and email that had been there before, I tried to delete it.

Still getting "Your POP3 server has not responded in 60 seconds ....."  

I looked on Microsoft support and found this problem. The system would not allow me to download and run it. It appears that I can only go through the update procedure. I am running Windows 7 Home Premium.

I am stuck can anyone help, please.
