My new desktop is with Windows 7 Professional and IE-11.  I just installed Windows Live Mail but found "Work Offline" with a red cross appeared at the top of the page, however I can still send & receive emails.

I had gone thru the discussion forums on the subject and followed the instructions to fix the problem, but IE-11 does not have the mentioned "work offline" item in either "File" or "Tool".  Can anyone help provide a solution?  Thank you.
