I can't open any photos on my Pictures, Downloads, and Documents folders using Windows Photo Viewer or Photo Gallery. I keep getting the error "Photo Gallery can't open this photo because you do not have permission to access the file location." I'm using a Windows 8.1 laptop and this is the first time this error suddenly appeared.

I already checked the Owner of the folders and it's under my Windows account, which I'm using to sign in to the laptop. The account already has full access, but what's weird is I can't seem to edit any permissions for it and the other accounts.
