I want to use Movie Maker to rotate some videos taken with my Samsung Note 4, and I want to save the converted videos with VBR instead of CBR.  The save settings in Movie Maker all appear to be CBR formats.  I am following the steps to create a custom profile listed here:

http://windows.microsoft.com/en-us/windows-vista/create-custom-movie-settings-for-windows-movie-maker

I have installed Windows Media Encoder.  I have created a profile using "Quality VBR" settings, as indicated in the link.  When I go to Movie Maker, I can select File, Publish Movie, and there is no option for Local Computer (as listed in steps 2 & 3 of "To publish a movie in Windows Movie Maker by using a custom setting").  I have tried both 2011 and 2012 Essentials installs of Movie Maker, with the same results.  I did a little searching, and the common response from people on forums about this issue is that "Save" is the same as "Publish", but I don't see any way to use the VBR profile when saving, so this is apparently untrue.

Can anyone help direct me toward how to save my movies in Movie Maker with VBR?
