Windows Movie Maker error – Moviemaker.exe entry point not found

When attempting to lauch movie maker It says "MovieMaker.exe entry point not found"

"The procedure entry point ?IsWin8OrGreater@OS@Base@@YG_NXZ could not be located in dynamic library MovieMakerCore.dll"
