Windows mail won’t sync (error 5102)

I was locked out of my e-mails yesterday because my account was either hacked or phished. 

It is now sorted, but windows live mail won't send or recieve mail. 
I have tried emptying me sent folders, and outbox and junk. i also removed my acont and re added it but nothing. 

This is what i get ......

Unable to send or receive messages for the Hotmail account.

Server Error: 5102
