This is a tough situation to explain, but here we go. The icon for Windows Live Mail will not stay in the start menu where the most frequently run programs are. Since I use this program very often, its icon should remain in the list, and in previous operating system installs this worked. I realize that I could pin the icon to the top of the menu, but this is important to me to fix. I am running Windows 7 Ultimate x64. I am comfortable editing the registry if that is what needs to be done.
