OT: windows live mail will not open

Windows Live Mail would not open so I deleted it (along with other programmes in Windows Essentials) and downloaded a new version from the website.  This downloaded OK but when I try to open it I get a box as follows -

               To use Windows Live Mail view and accept the Microsoft Service Agreement.  You will get updates for this and

               other Microsoft programmes from Microsoft Update.  The software may also download and install some updates

However, when I click on 'Learn more' or 'Accept' I get a 'Windows Essentials 2012  -  Not Responding'  message.

How can I get around this so I can get back to using Windows Live Mail?
