Windows Live Mail – suddenly stopped working

I suddenly cannot send or receive emails on my laptop (still works on my phone & ipad) - can anyone help - I get the following error message -

Unable to send or receive messages for the Live.co (frances.bullard) account.

Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

Please tell me in simple terms how to put this right
