Unable to send or receive messages for the Live (***********) account.

What is this? Why do I keep getting it? When is Microsoft going to fix it? At the bottom of this "ask a question" page I'm asked if I want to be notified when someone responds to my post. How is that supposed to happen if I can't send or RECEIVE  emails? Just asking.
