I can't send any emails on Windows Live Mail, but I do receive them. They aren't in my Outbox. My Comcast POP3 settings are current and correct.  I checked the Event Log and found these:

Event filter with query "SELECT * FROM __InstanceModification

Event WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

I'm not computer-literate enough to know how to analyze these codes or correct the errors. I am running Windows Live Mail 2012 Build 16.4.3528.331 on Windows 7. This problem began May 15, 2018. The program has worked fine for many years.
