There seems to be a problem with "windows live mail" and "mailto" links containing special characters in the "subject" part.

The special characters are incorrectly displayed.

How to reproduce: Create a test html file containing: 

<a href="mailto:?subject=Viele%20Gr%C3%BC%C3%9Fe&body=Viele%20Gr%C3%BC%C3%9Fe">Mailto</a>

The problem can be reproduced with Internet Explorer 9 and 11 / Chrome + the latest version of Windows Live Mail 2012  (Build 16.4.3528.0331)

However, the problem does not seem to exist if you open the link with Firefox.

The Problem also does not exist if you use Outlook 2013 to open the mailto link. In Outlook there is an option: "Allow UTF-8 support for the mailto: protocol." However i cannot find such an option in Windows Live Mail.

I tried all the options i could find which have anything to do with encoding in Windows Live Mail. While this helps to display incoming messages, or when writing your own messages, correctly, i did not find a way to display the mailto link with special characters correctly.
