Windows Live Mail error 0x80194190 for all Outlook.com accounts after KB3093594 is applied

After updating Windows Live Mail 2012 to Build 16.4.3564.1216, all of my Outlook.com accounts no longer sync. The following error is returned:

Unable to send or receive messages for the Hotmail account.

Server Error: 0x80194190
Server: 'https://m.hotmail.com/Microsoft-Server-ActiveSync'
Windows Live Mail Error ID: 0x80194190

How to fix the error?
