Windows Live Mail error 0X800ccc03

Upgraded from Windows 7 to Windows 10 in Dec. 2015,  Everything worked fine until a couple of weeks ago and now I can receive e-mail but not send e-mail.  I have Windows Live Mail 2012.  What should I do?
