Did WindowsLiveMail once have the capability to diectly create new MSN, Outlook, and Hotmail email accounts directly? That is, could accounts be created using the WLM 'Add email' function without having to go to an email provider site (MSN.com, Outlook.com, etc) to ask for an account? 
Perhaps this capability was part of Windows Essentials or a third party program? I seem to remember having created new Outlook and Hotmail accounts directly via WLM about six months ago. The accounts were created using the default server settings; and the default server assigned was: 
https://mail.services.live.com/DeltaSync_v2.0.0/sync.aspx.

If WLM could once do this, I no longer have this capability. I can, however, open an account with an email provider and add it to the WLM account folder tree (after getting the server settings correctly set).

Did WLM once work this way?
