Windows Live Mail 2009 on Windows XP

I got this message:

Unable to send or receive messages for the Hotmail account (lesmakowski).

Server and Windows Live Mail error - ID: 0x80191002

What a hellish error ? How to bite this?

Would Windows Live Mail version 2011 work better with Windows XP or rather upgrade to Windows 7
