why won’t my outlook email download when I open my windows 8 tile anymore. this started on 8/14, before then all was well.

I have been using outlook for awhile for my email and as of Aug 14th the download to my computer has been spotty and yesterday stopped all together.  My husband also has an outlook account and his downloads (same computer) as before.
