Why is the clock time never correct on sent or received outlook emails even though my computer clock is set at the correct time?

Even when I send or receive an email to a neighbor the time will not be correct:  Example:  An email sent at 10::00 am will post at 4:50 pm.  Or one sent to me at 11:00 am will show will show that it was sent at 6:40 pm.
