Why does OE open the full database when asked to open a single .eml file

I have XP(SP3) and Outlook Express 6


When I click on a saved eml mail file and select OE to open it, rather than this single eml file being opened, OE opens the WHOLE database. 

And even then, the eml file originally selected isnt shown. 

However if I do the same and select Windows Live Mail to open the file, ONLY this file opens and NOT the entire database.

Is this normal behaviour for OE?
