Why am I receiving junk messages in my inbox

I have my hotmail account set as "exclusive" so I only get messages from safe senders. But in the last couple of days I have started getting a few rogue messages in my inbox. I still get lots of messages in my junk folder but why are messages from "*** Email address is removed for privacy ***" getting through.
