When right click the picture, I have NO security choice that I can make. What do I do? I need to send photo ASAP.

There is no Security choice on the dropdown in my Windows 10 when I right click on the photo. No matter what, I cannot open it. What do I do? I need to share a picture ASAP, but cannot see the photo at all. Thanks.
