I changed Hotmail to upgraded outlook before the automatic and my Hotmail/Outlook account has been operating normally

Today, I can log in to my email account  but cannot prepare a new email.

• I click on the new icon but nothing happens.
• Yet Microsoft say there are no service issues

Is this a problem everywhere?
