OT: Send and Receive Issue.

Yesterday, i started having problems sending and receiving with windows live mail using windows 8.1.  Had been working fine for months.  Now when i try to send and receive it gets to the authorizing step and then stalls and then times out.  Interesting thing is it only does this each time after the first time i send and receive after i start the computer up.  So my work around is to shut down and restart before sending and receiving.  When i do this the first send and receive works like a charm but every send and receive afterward fails at the authorizing step.  The fact that it works once though leads me to believe that all my port settings and requires secure authentication settings and the like are OK.  Anybody got any ideas?  I am stumped.  Thanks
