    I originally posted this as an add-on in the Community to a person that had the same issue using Windows 7 (different IP).   

I recently built a new computer and loaded Windows 10.  Since I used Window Live Mail on my old Windows 7 computer I downloaded Windows Essentials that has Windows Live Mail 2012.  Based on help received from the Community I was able to export/import emails and folders from old computer to the new build. 

Windows Live 2012 on the new build works perfectly receiving incoming emails.  However, when trying to send an outbound email, either by creating a new email or using forwarding, the email goes to the Outbox and will not send out.  The message I'm getting in the pop-up window is: 

The connection to the server has failed.

Server: smtp.comcast.net

Windows Live Mail Error ID:  0x800CCC0E

Protocol:  SMTP

Port: 25

Secure (SSL): No

Socket Error:  10060

Hopefully, someone has a solution.
