This is totally frustrating because I have the same problem. My IE and Firefox do not have the "work offline" checked. I have actually uninstalled and reinstalled Windows Live Mail hoping that would correct the problem. However, the 'work offline' still has a red X through it, and the "Tools" title is not accessible. Here is the message I receive when I click on "send/receive messages" for my email accounts (I use two email accounts). This has been going on for three days:

Unable to send or receive messages for the (account name). Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity.
