Unable to send or receive messages for the Hotmail (~~~) account.

Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

I have tried the hints (

In Control Panel, open Internet Options. 
On the Advanced tab, enable Use TLS 1.0
Click Apply and OK

[TLS 1.1 and 1.2 should also be enabled, but SSL 2.0 and 3.0 have largely been deprecated. Leave them not enabled; your browsing experience should not be adversely affected)

but still not working. Please help (maybe by phone ) thanks.
