I too am experiencing the same issue.  

Unable to send or receive messages for the Hotmail (colleen.zanti) account. Server Error: 3204 Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx' Windows Live Mail Error ID: 0x8DE20003

I have not been able to retrieve my email since August 9th and do not have time or energy to spend a lot of time trying to fix it.  What is  DeltaSync and why am I having issues with it all of a sudden?  Please help me to fix it.  Thank you so much!!
