I have this same problem using Windows Live email client to access my Charter email.  Here are the answers to Garry_V questions:

. I do not get the error message when accessing my account using a web browser

. I do not access Hotmail accounts using Windows Live, so I do not know the answer to your question.  I just removed my Hotmail account to see if that would help.  To early to know if that helped.

. I got this error on my desktop, but did not get it when I tried on my laptop.

. ERR [IN-USE] account is locked by another session
