In that folder only, the top menu bar shows "Sort by : Custom".    When the cursor rolls over that, no window opens.   With all my other folders the top menu bar shows "Sort by: date created" and a window will open up that includes the choice "rearrange".   I have uploaded three new photos to that first folder and want to put them in their proper sequence positions.
