I'm seemingly unable to download Windows Movie Maker and a little confused as to why.

I visited 'http://windows.microsoft.com/en-US/Windows-Live/movie-maker' to start the process. I downloaded the relevant file - 'wlsetup-web' - but when I tried to open it I was told 'This app can't run on your PC'. I'm using Windows 8.1...
