I have SkyDrive open in Windows 8 on one PC and open in Windows 8.1 on another PC.  The contents of the same three folders is not the same on both PCs.

Seems like these are locally cached files on each PC and not being synched with SkyDrive.  Is this observation correct?

Is there a way to lock a OneNote file set as the MASTER set on one PC so that that set propagates to all the other copies and does not get changed?
