Trying to close Microsoft account.

I have been trying a for a while to close one of my accounts. When I click close account it comes up saying I need to cancel any paid services but I don't actually have any paid services with this account.

I have already posted a question on this website before regarding this problem, someone replied, giving me a link to a new secure form but no one has replied to me on that yet. 

I have tried phoning Microsoft as well and they recommended this website but I haven't had any luck on this so far and I'm beginning to get frustrated.  

Any help would be fantastic.
