A similar generic error, but with some unique conditions as a large number of folks have already reported. I've attempted the fixes provided with no success (please do not direct me to the generic thread).
What I am able to do:
Log into skydrive from any device
I can still receive my outlook.com e-mail on my Windows Phone and Surface Pro
What I am not able to do:
I am unable to add the account to new install of WIndows 8.1 (this is the first thing I tested) through IE11
I can not access my account through Outlook.com using IE11, IE10, or Chrome (on different devices and on different networks)
Unique Details:
I am not a student, nor is this tied to a .edu managed domain
My live account and outlook account are the same
I was an early adopter/tester for Outlook.com, prior to Outlook.com the accounts resided on WinISP
I have a custom domain suffix being serviced by Outlook.com (*** Email address is removed for privacy ***)
I do not have an Office 365 account
I have tried using the settings from a working device in the non-working new install with no success (returns "we couldn't find settings for *** Email address is removed for privacy ***). If I can get the web client to work, I'm sure this will eventually correct itself.
I'm happy to provide any traces you may need, though I think this may be an account issue.
