Question about Outlook Express

Hi! It is the beginning of the school year and it is our first time of the year where we are requesting our teachers and students to create their live id account for them to utilize skydrive. The problem is we are having the error:
You've reached the daily limit for creating Windows Live IDs

We have about 400 users that needs to sign-up but was having this issue on one class when we ask them to register.

119.46.109.94

May we request for a temporary lift for the limit for our used IP address?
