Problem with window live mail 2012 + window 8.1 + simplified chinese pinyin input

Hi,

First of all, when I used Window 8, I can see the language bar so that I can switch between english / traditional chinese / simplied chinese as well as many switch by clicking on the icon in the language bar. After moving to 8.1, there is no way to show the language bar.  Urgently need help on this.

Secondly, in all apps such as MS word, etc, I can press the "Shift" key to switch between English input and Simplified Chinese input. However, this does not work when I am in Window Live Mail. Sometime, all inputs in English change to Capital letters, no matter what we do.
