Help what do I need to do

Each time I click on a composed email which I want to send, I get an Error Message with the following:

I have set up an account on my work computer and I can receive emails but can not send them. I have tried changing the Port number to 587, 465 and even 80. None of these have worked and I could really some help please.
This is the same problem today as has been happening the last two days, only it is not saying due to mobile connection.
Recently I received an email from a friend in France with a request that I pass it on to another recipient.  The address of the recipient is correct but the email could not be forwarded.  Every time I open my email account or send an email, an error message appears for this particular email.  Server Error 450.  Live Mail Error ID:0x800CCC79. Protocol SMTP.  How can I fix the problem?

I am able to get emails in Outlook and on my android, but I am receiving the following error message in Windows Live on my pc: 
Unable to send or receive messages for the http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata account. 
To send and receive messages in your Hotmail account, go to http://hotmail.live.com on the Web, or try again later.
To get help from Windows Live Customer Support, go to http://support.live.com and click Windows Live Mail in the list of services.
