My account pw is changed from being stolen, but some else is keep guessing my pw

I am using Outlook app on my Galaxy. Outlook logs me off everyday since I changed my pw, and tells me "You've tried to sign in too many times with an incorrect email address or password." I believe someone else whoever stole my pw still trying to break it. I have 4 accounts with Outlook, they all the same. 

Is there a solution to stop him? like block IP? or send him to jail.
