Question about Outlook Express

I have connected my hotmail account to my Outlook on my deskstop. If i change settings on my Outlook (eg. block outgoing mails), does it affect my hotmail account itself? For example, once I have changed the settings on Outlook blocking outgoing mails, if I go to hotmail.com for my email account.. will i still be able to send outgoing mails?

the next question to the above would be... if it does affect the hotmail account settings as well, does the same effect apply to my iPad too? so in that case my iPad will have the same "block outgoing mails" function on it too?
