Help: What is that Instant Message button doing?

I have Windows Live Mail 2012 installed on a Windows 7 64 bit PC. Within the Send group icon along the top bar, there is a button called 'Instant Message' and it is always greyed out. Any idea what is it for, and how to use this feature, that is if I ever get it to turn on first?

New message button does not work

I am having a problem composing a message in Outlook. When I hit the "new message button" it does not go to the compose screen but just to view all my emails page. I also cannot reply or forward any messages.
