I cant register my domain for mail hosting because outlook shows this error:

This domain name can't be used because it contains a protected word or inappropriate language. Please contact support if you feel this is not the case
"
The domain is www.meetpays.com
I dont know why is considered inappropiate....

I am trying to create www.oktav.is-a-doctor.com from Windows Live Admin Centre however I can't make it with the following error
"This domain name can't be used because it contains a protected word or inappropriate language. Please contact support if you feel this is not the case."
My intention is to create an email for my niece's and she is a doctor. I already regoster this domain from dyndns.
Please let me know if I can/can't create this domain.

The domain name is sippay.co.id
The website represents my payment service business which is based in Indonesia.
The business serves customers who want to pay their bills, from electricity to cable tv services, all in one place. I just set up the website recently and I can guarantee there is nothing inappropriate on the website.
Please unblock domain above so I can register my own domain on Outlook.com as soon as possible.

I would like to register jillsimmonspayroll.com with outlook.com. It is a small business and shouldn't fall under the category of a protected word / inappropriate language. Could you guys unblock the domain?
