Question about Outlook Express

I logged onto Hotmail support link. Told them attachment not working. They said account was hacked. They said technical services charges $299.00 to fix this.  find out billed by company called Honesty Impex.  Is this a fraud by this company and Hotmail which permitted support  link. Should this be reported to police authorities?  Please advise.
