Tried the suggestions “To add contacts in a group” Does not work because #2. does not respond as indicated. What now?

Trying to add contacts in a group:

 

#1. Sign in here. did that

#2. Under People logo on the upper left portion of the page, you will notice "All" label with dropdown arrow. There is no dropdown arrow on my screen and there is no response when I attempt to click on "All", therefore I cannot complete the steps #3-#6.

 

Everything is blocked because of #2.  Any suggestions?
