Windows Live Mail 2012: can’t change account order (Windows 8.1)

I've just upgraded from XP and Outlook Express 6 to Windows 8.1 and Windows Live Mail 2012. Accounts and email archive imported fine and everything appears to be working. I'd like the accounts and storage folders listed in a different order on the left-hand side, so I re-ordered them by right-clicking and selecting "move up" or "move down" as appropriate. However, when I quit and restart WLM, the account order has reverted to the default.

Any suggestions?

in my email inbox, it wont let me click on anything..... I cant open emails or change account settings... java is enabled.. I cleared cookies and cache and deleted web history.... its not my browser.. im in https. POP is set to delete emails... what is going on... am I the only one with this problem.. I even tried using another computer, still wont work... its you guys not me... help...
