Can’t sign up for ad free outlook.com/outlook live email with an international billing address

Hi all of you who use outlook.com/outlook live email and live outside the US, have you too tried to sign up for ad free outlook.com (outlook.com plus) and found that the billing address window is limited only to people who have a US-based billing address?

How do I specify non-US billing?

How does one go about subscribing to the ad-free version of outlook with a non-US credit card (ie. non-US billing address)?  Before you tell me to click on the upgrade link found here ...


try it yourself and look closely at the default and unedittable format of the billing address.
