Question about Outlook Express

Outlook for Mac 2011 needs the ability to turn off automatic sends for all account types; pop and imap.  All of the suggested mechanism to setting server timeout to disabling schedules does not work.  Sends are automatic and immediate.  Is there a little secret way via some .plist file or something in the package that can be tweaked?
