Spilt delivery

I need to set up a dual delivery system as follows

  1. 50 Senior Management Staff using Windows Live Domains
  2. The remaining junior staff using our own mail servers (mail.opm.go.ug)
Hence, if email account does not exist on outlook custom email system then immediately deliver to secondary mail server (our personal email server).

Please advise how this can be done.
