I have opened a SkyDrive account, installed the destktop app, and have loaded around 6.5 Gb of data into the SkyDrive folder on my laptop. The computer is running windows 7. Speed tests from the laptop indicate a consistent upload speed of around 0.85 Mbps.

At full bandwidth utilisation I should be able to push up those files in around 17/18 hours. It has been running now for that long and it has uploaded only 500 MB. So in that time it has achieved around 7%-8% of what it could have. I don't expect it to be able to fully utilise the bandwidth, but 7%/8% utilisation is frankly preposterous. At this rate it will take 10 days around the clock to upload the data. 

I was considering adopting SkyDrive as a complete cloud storage solution, but at this rate it would take me near enough on half a year (around the clock) to just get a 100Gb account loaded.

The settings are all default and I have shut down the app multiple times, and even uninstalled and reinstalled the app (all before leaving it to its own devices for 18 hours).

Is this behaviour normal? What does Microsoft consider to be the acceptable range of upload speeds?
