Server error 3219, Windows Live Mail error 0x8DE00005

Running Windows 10 downloaded live esssentials and installed.  Went through the setup. and got error
Unable to send or receive messages for the Hotmail (jnd3428) account.

Server Error: 3219
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00005

Went to accounts and tried to turn on SYNC settings, cannot turn on.

I clicked on sing in using Microsoft Account (*** Email address is removed for privacy ***) and it gives me an error of (Oops, something went wrong)  Cannot get past the error. 

Do you guys ever fix anything????
