I use Photo Gallery to upload my photos to the cloud service, such as One Drive and Google+ (PicasaWeb).
But I found there is a problem:
When I upload the photo with limited size (resize to smaller resolution), the resize behavior may not work with vertical photos, and these photos will been uploaded with original resolution.
Not all vertical photos can not been resized, it looks that it only happens to the photos with EXIF orientation.
If I force to rotate the photos, than the resize works fine.
Here is an example: http://1drv.ms/YT1fUX , all the photos arte upload with the same setting.
The first photo "DSC_0805.jpg" can be resized to 1600x1200.
The second photo "DSC_0807.jpg" can't be resized, still keep its original resolution, 3936 x 5248.
The third photo "DSC_0807a.jpg", I had rotated with ACDsee and save as a new file. It can also been resized as correct resolution.
I had tried to read the document of Windows Live Photo Gallery Publishing Plug-in Platform, it looks the resize is handle by Photo Gallery, not publisher plug-in.
So I think this should be the bug of Photo Gallery.
The version of Photo Gallery: 16.4.3528.331
