My outlook account was hacked.

Afterwards I changed the password and thought, I got back control over my account. My account is now empty,all emails are deleted and the account is now in Arabic.

I was trying to change account language back to English, but the system refused it. I got the answer:  The localisation of default folders of mailbox "euprd05.prod.outlook.com/Microsoft Exchange Host Organisation/sct-15-1-789-14-msonline-outlook-23dd1-templateTenant/puid0006000093BB616B" failed. Exchange can not localize default folders with conflicting names.

I think that hackers are still accessing my account.

How can I change language, get full control over my account and then, restore deleted emails.
